U.S. Panel Extends Penalties On Cold-Rolled Flat Steel From Five Countries

On July 20, the U.S. International Trade Commission (ITC) voted to extend U.S. anti-dumping and anti-subsidy duties on cold-rolled flat steel from China, India, Japan, South Korea, and Britain for an additional five years, but to end penalties on the same type of products from Brazil.

The ITC determined that ending existing antidumping and countervailing duty orders would likely to lead to continuation or recurrence of material injury within a reasonably foreseeable time.

Currently, weighted average anti-dumping duty rates on imports of cold rolled flat steel are 265.8 percent for China, 71.35 percent for Japan, 28.4 percent for South Korea, 25.2 percent for Britain, and 7.6 percent for India. These penalties are on top of the 25 percent Section 232 tariffs for steel products that also are currently in place for certain countries, including China.

The ITC’s public report on this matter will be available by August 17, 2022 at https://www.usitc.gov/commission_publications_library.
